Overview
The Town of Falmouth is seeking to improve the travel experience for all users of its streets – motorists, pedestrians, and bicyclists – through the development of a Complete Streets Prioritization Plan. With funding provided by the Massachusetts Department of Transportation, the Town of Falmouth retained the services of the Cape Cod Commission transportation staff to develop this plan. This study explored transportation improvement alternatives to reduce conflicts, improve traffic flow and incorporate multi-modal transportation options in Falmouth, while furthering the creation of vibrant, pedestrian and bicycle- oriented mixed-use centers throughout the town.

Public Outreach and Engagement Activities
Public Outreach Meeting #1 - January 2021
The first public outreach meeting for the Complete Streets Prioritization Plan was held on Wednesday, January 13, 2021 to discuss what is a complete street on Cape Cod and the process for developing the prioritization plan.
An existing conditions overview of Falmouth was presented using an online public comment viewer and tool that was prepared for the study and includes features such as sidewalk, crosswalks, activity centers, traffic volumes and bicycle/pedestrian crash data. The presentation concluded with a demonstration of the public comment web tool and an opportunity for attendees to provide general comments and suggestions for future Complete Street projects in Falmouth.

Complete Streets Public Survey - June 2021
An online public survey was made available in June 2021 to seek feedback on what types of complete street projects should be prioritized by the town. Over 275 responses were received on this online survey, which helped identify the most desirable complete streets projects to be prioritized to benefit all users in Falmouth.
Public Outreach Meeting #2 - January 2022
After the first public meeting, Commission staff worked with Town staff to develop a Draft Complete Street Project Prioritization List. A virtual public meeting was held on January 19, 2022 to discuss and accept feedback on the draft project prioritization list. Below is link to a recording of the meeting.

The draft priority project list and a survey seeking feedback on the draft priority list were presented through the Falmouth Complete Streets Online Experience. The online survey provided an opportunity for public feedback on the project rankings listed in the Prioritization Plan.
Report & Next Steps
Guided by the input from public meetings and in conjunction with the Town of Falmouth, Cape Cod Commission staff prepared a final report and the Complete Streets Prioritization Plan. The prioritization plan was submitted and approved by MassDOT in April 2022 as part of the town’s ongoing participation in their Complete Streets Program. The Town is now eligible to apply for construction grant funding up to $500,000 from MassDOT for any of the projects listed on the Prioritization Plan. In 2022, the Town applied for and received a MassDOT Complete Streets Tier 3 construction grant for $156,201.85 related to the construction and installation of new sidewalks on Dillingham Avenue Extension from Hamlin Avenue to the Lawrence School.

A GIS map-based web tool was created to provide project background, display existing features, solicit public comments on locations of future complete streets projects, and share the draft project prioritization list.
