Cape Cod and Islands Water Protection Fund Management Board awards $105 million
Funding supports critical infrastructure improvements to protect Cape Cod’s water quality.
More than $105 million is flowing to wastewater projects across Cape Cod, marking a major investment in protecting the region’s environment and water resources. The Cape Cod and Islands Water Protection Fund (CCIWPF) Management Board voted on April 29, 2025, to award $105,497,500 in subsidies to fourteen projects across ten Cape Cod towns.
"Investing in wastewater infrastructure is essential to protecting Cape Cod’s environment and economy," said Kristy Senatori, Cape Cod Commission Executive Director. "Subsidies provided by the Cape Cod and Islands Water Protection Fund help our communities advance long-needed projects that will have a lasting impact on the region."
Contingent commitments for 25% subsidies were awarded to projects listed on the 2025 Clean Water State Revolving Fund (SRF) Intended Use Plan (IUP). Funded projects, focused on improving water quality and wastewater infrastructure, are located in Barnstable, Chatham, Dennis, Eastham, Falmouth, Harwich, Mashpee, Orleans, Provincetown, and Yarmouth. Projects receiving funds include sewer extensions, system expansions, and the construction of wastewater treatment facilities. Final subsidies will be awarded upon execution of a loan agreement with the Massachusetts Clean Water Trust.
"The continued commitment of Cape Cod towns to wastewater and water quality projects is commendable," said Kevin Galligan, Chair of the CCIWPF Management Board. "The Fund remains a powerful tool for turning plans into action, helping protect our environment and quality of life for future generations."
Established in 2018, the Cape Cod and Islands Water Protection Fund provides financial support for wastewater infrastructure and water quality remediation projects. Its subsidies have been a primary driver of long-overdue progress on critical local initiatives. Funding is sourced through a 2.75% excise tax on traditional lodging and short-term rentals.
Since its inception, the Fund has awarded more than $300 million to support wastewater and water quality projects across the region. The CCIWPF offers a 25% subsidy to eligible projects listed on the Massachusetts Department of Environmental Protection (MassDEP) Clean Water SRF IUP.
At the same meeting, the Management Board voted to send a letter to Governor Healey in support of funding to further capitalize the Clean Water SRF Program. The Clean Water State Revolving Fund has been a reliable source of project financing on Cape Cod and across the Commonwealth. Given significant commitments by the state and local governments to advance water quality projects, the SRF Program is anticipating funding challenges in the near-term. The letter urged the Governor to include $500 million in the proposed Environmental Bond Bill to provide much needed financing capacity for water quality projects state-wide.
