Transportation plans for 2017 approved

The Cape Cod Metropolitan Planning Organization approved the region’s transportation planning and capital plans to be funded with federal and state dollars over the coming year and beyond.

The Cape Cod Metropolitan Planning Organization, or MPO, is made up of eleven voting members with representatives of state agencies, regional organizations, and Cape Cod towns. Discussions at MPO meetings help select planning studies to be included in the Unified Planning Work Program, or UPWP.

The UPWP is the program of planning work for the upcoming federal fiscal year, which runs from October 1, 2017 to September 30, 2017. The Cape Cod Commission serves as the staff for the MPO, and develops the UPWP on its behalf.

While the UPWP describes the planning activities for the coming year, the Transportation Improvement Program, or TIP, is the MPO’s transportation capital plan. It lists transportation system projects to be implemented with federal and state funds available for Cape Cod over the next five years.

Among the work funded through the UPWP is data collection to maintain the Commission’s annual traffic databases to monitor existing traffic and growth in volumes, rating of pavement conditions and needs, road safety audits and bike planning.

Specific planning activities for 2017 include a stormwater and vegetation management plan for Route 6 from the Sagamore Bridge to Orleans and a Living Streets project for Route 28 in Barnstable and Mashpee, from Route 130 to Orchard Road.

In total, the FFY2017-21 TIP includes over $133 million in funded projects. Typical projects in the TIP include reconstruction of existing intersections or road-ways, construction of new multi-use paths, and purchase of new buses to support regional bus service.

Projects are designed to address safety and congestion concerns for all transportation modes, including vehicle, transit, bicycle, and pedestrian travel.

2017-2021 Projects

The following projects are included in the draft Cape Cod Transportation Improvement Program for Federal Fiscal Year 2017-2021:

  • Bourne, Route 6 & 28 Bypass Road Resurfacing and Related Work (2017)
  • Harwich, Improvements at Route 124 Park and Ride (2017)
  • Cape Cod, Bicycle Rack Program (2017-2021)
  • Harwich-Brewster-Orleans Route 6 Resurfacing (2017)
  • Bridge Inspections (2017)
  • Hyannis Loop Demonstration Project (2017-2018)
  • Falmouth, Route 28A at Route 151 (2018) Barnstable, Route 28 at Osterville-West Barnstable Road (2018)
  • Chatham, Route 28 – George Ryder Road to Barn Hill Road (2018) Yarmouth-Barnstable, Cape Cod Rail Trail Extension (2018)
  • Wellfleet, Route 6 at Main Street (2019)
  • Barnstable, Route 28 at Yarmouth Road (2019)
  • Bourne-Falmouth, Route 28 Guide and Traffic Sign Replacements (2019)
  • Mashpee, Route 151 (2020-2021)
  • Bourne, Belmont Circle Multi-modal Improvements (2020)
  • Orleans, Route 28 Stormwater Improvements (2020)
  • Chatham, Route 28 at Main Street, Depot Road, Queen Anne Road and Crowell Road (2021)
  • Harwich, Bridge Replacement – Azalea Drive over Herring River (2021)
  • Sandwich, Shared-Use Path on Service Road from Route 130 to Chase Road (2021)
  • Various transit projects to allow the Cape Cod Regional Transit Authority (CCRTA) to operate their year-round and seasonal fixed-route services, operate their demand response services, and maintain the vehicles and other infrastructure. (2017-2021)
